Analysis of the situation in the La Gonâve arrondissement

Last week, Paul Antoine Bien-Aimé, Minister of the Interior and Territorial Collectivities (MICT), chaired a working session focused on analyzing the situation in the La Gonâve arrondissement. The meeting aimed to better identify the primary difficulties facing the territory, its priority needs, and its potential for development.
Participants in the session included Sharina Lochard, Secretary of State for Territorial Collectivities; François Gérald, Departmental Delegate for the West; Ednel Désir, Vice-Delegate for the La Gonâve arrondissement; Elvire Js, head of the Coordination Unit for Delegations and Vice-Delegations; and Mallew Étienne, Director of Territorial Collectivities. Representatives from the Haitian National Police (PNH) and the Ministries of Public Health, National Education, and the Environment also took part in the discussions.
This initiative seeks to transform multi-sectoral analysis into a decision-making tool, providing a clearer understanding of local realities and guiding future assessment missions and territorial studies. The process is also intended to inform the development of public policy and improve the planning of state interventions. Key concerns raised included insecurity, limited access to basic services, socioeconomic constraints, and challenges related to the coordination of public action.
In his remarks, Minister Bien-Aimé emphasized the need for a collective awareness and a concerted mobilization by public authorities to provide concrete solutions to the identified challenges. He also highlighted the island’s resources and development potential, while emphasizing the importance of coherent public action tailored to the needs of the population of La Gonâve.
For her part, the Secretary of State for Territorial Collectivities, Ms. Sharina Lochard, stressed the need to strengthen communication and collaboration among public institutions. She specifically advocated for more effective consultation mechanisms and better coordination between the State’s decentralized services and local authorities, in order to foster responses adapted to local concerns and support sustainable development.
Meanwhile, the Vice-Delegate for the La Gonâve arrondissement, Ednel Désir, outlined the primary challenges faced by the population, particularly in the areas of health, education, and security. He underscored the necessity of better integrating these concerns into the intervention priorities of public authorities.
Representatives from the various institutions in attendance shared their observations and discussed challenges falling within their respective fields of action and areas of competence. The discussions focused, in particular, on the need to distinguish between problems that can be resolved in the short term and those requiring further assessment, in-depth study, and enhanced institutional follow-up.
In his closing remarks, the Director of Territorial Collectivities, Mallew Étienne, emphasized the importance of continuing the work already underway to ensure better follow-up on the identified challenges and to promote the implementation of concrete actions for the benefit of the population of La Gonâve.
