The Trial Chamber of the Independent Ethics Commission found Ms. Yvette Félix, assistant coach and equipment manager for the Haitian Football Federation (FHF), guilty of failing in her duty to protect physical integrity and mental health of several players placed under her responsibility and authority at the National Technical Center of Croix-des-Bouquets (Haiti), in violation of the FIFA Code of Ethics.
Note that the ethical procedure falls within the framework of a larger investigation concerning Jean-Bart (ex President of the FHF) and other officials of the Federation, who have been identified as having possibly been involved (as perpetrators principal, accomplices or instigators) in acts of systematic sexual abuse against female football players, sometimes minors, between 2014 and 2020. The procedures concerning the other officials are still ongoing.
In its decision, the adjudicatory chamber established that Ms. Félix had violated art. 23 (Protection of physical and moral integrity) of the FIFA Code of Ethics and pronounced against her a ban on all football-related activity (administrative, sports and other) at national and international levels for a period of five years. She will also be fined US $10,000.
Ms. Félix was notified of the decision when the ban came into effect.
