iciHaiti - Politic : Canada sanctions 3 Haitian gang leaders

Friday June 21, 2024, Mélanie Joly, the Minister of Foreign Affairs announced that Canada was imposing sanctions on three Haitian gang leaders : Luckson Elan alias “jeneral Luckson” Leader of the “Gran Grif” gang; Gabriel Jean-Pierre alias “Ti Gabriel”, Leader of the “Nan Brooklyn” gang and the “Gpèp” coalition and Ferdens Tilus alias “Jeneral Meyer”, Leader of the “Kokorat San Ras” gang.

Canada has reason to believe that these individuals, as criminal gang leaders, have engaged in activities that have undermined the peace, security and stability of Haiti and that have contributed to acts of gross and systematic human rights violations in the country.

The Special Economic Measures for Haiti Regulations impose a ban on transactions related to individuals on the list, which has the effect of freezing any assets they may hold in Canada. These sanctions also render registered persons inadmissible to Canada under the Immigration and Refugee Protection Act.

“Canada will not remain idle while criminal gangs in Haiti commit unspeakable violence, terrorize vulnerable populations with impunity and undermine efforts to restore law and order in the country. We will continue to unequivocally support Haiti and its citizens, who have shown incredible strength and resilience amid complex challenges,” declared Mélanie Joly,
